What organizations are out there to help the destitute with home improvement?

One of my best friends is looking to do some home improvement projects this spring. She and her fiance had planned to remodel the attic to increase the space in their house. However, in the process of tearing out the walls and ceiling in the attic, she found that the roof had leaked--badly! It has rotted some of the boards under the roofing materials and has put them in a pickle--as in, they've not got enough money to repair the roof (even if they don't remodel). I've heard that Habitat for Humanity will do it, but we're unsure if they will do it in her area. She lives just outside of the corporation limit, so even though her mailing address is South Point, she cannot get help from the South Point CAO (Community Action Organization). Does anyone know of some good organizations that will help put a new roof on and maybe help do some other things?
