Proper sleeping arrangements for a 9 year old girl on visitation with her father?

My daughter goes to her father's every other weekend...no problem right? Well call me crazy but I have a HUGE problem... He lives in a 1 bedroom apartment above a bar, with his girlfriend (who is now pregnant) and HER 8 year old son. My daughter says she sleeps on the floor in the bedroom on a mattress, with the 8 year old boy in the big bed. The father and girlfriend sleep on the pullout in the living room. I know their combined annual income so they are not destitute and can afford much better. Once this baby comes it will make FIVE in this small apartment. Does anyone know Canada's/Ontario's housing/sleeping laws..if there is any... I am very concerned and not sure where to turn. PS I have tried withholding visitation and he just files a motion of contempt against me and we go to court to have a judge ignore me....I would like some info to back up any motions I will be filing.
