Can my sister and I sell our deceased parents home when brother doesn't agree to the sale?

My parent's home property is the only item in the estate that was left to my brother, my sister and myself. My sister and I want to sell the property, my brother wants to move there and build a house. Can we force him to sell his portion? Can we sell the property (since we are a majority) without his permission? There isn't a home on the property anymore - it is just a corner lot. We have the property sold - now the brother wants it for himself. Says he wants to build a house but he is pretty much destitute. He doesn't have money to pay us for our part. Can we force him? We live in Texas. There are no sentimental reasons to keep the property.
